IDCO is the nodal agency in the state for creation
of infrastructure facilities in identified Industrial
Estates / Industrial Areas.
IDCO has developed 86 Industrial
Estates in Orissa which are divided into 5 categories
based on development work done by IDCO –
each Industrial Estate should identify a patch
of land for establishment of Hotels / Motels.

Procedure for Land Allotment
Entrepreneur needs to approach either Shilpa Jyothi (SJ) or Shilpa Sathi (SS) as per the scale of investment and discuss and finalize the location taking into account project requirements.
Entrepreneur submits the CAF along with the following documents to the Nodal Agency
Land documents like Registration/ lease/ rent deed (if existing)
Building plan drawn to scale indicating set backs
Detailed Land Use Plan

The Nodal Agency will scrutinize the application and forward the application to IDCO with recommendation regarding the amount of land requirement.
On receipt of the application of the entrepreneur along with plan/schedule of selected land and recommendation of Promotional Agency, IIDCO initiates the process of land alienation (for Govt. land) & acquisition (for private land). For Government lands, the alienation proposal is filled with the concerned Tahasildar whereas for private lands, the acquisition proposal is submitted to the Collector of concerned district. State Government have authorised the Collectors to alienate any quantum of Government land to IDCO without making any reference to higher Revenue Authorities. Similarly, IDCO being a statutory Corporation of the Govt., the acquisition of private land is made using the emergency provisions of Land Acquisition Act. Thus, the applications of IDCO for transfer of land are dealt by the Revenue authorities on the fast track.
The entrepreneur is required to make deposit of token amount (roughly 10% of estimated cost) with IDCO at the time of filling alienation/acquisition proposals. Balance amount is paid as soon as the alienation or acquisition is finalised by the district administration.
The cost of Government land is charged at the rates notified in Industrial Policy. The acquisition cost of private land is worked out in accordance with the provisions of Land Acquisition Act.
For availing the services of IDCO for obtaining land, the entrepreneur is required to pay service charges @ 10% of land cost
On deposit of land cost and service charges, the alienated/acquired land is first transferred in favour of IDCO and subsequently in favour of the entrepreneur through proper lease agreement.

Commensurate with the IT Policy of the state government, several projects have been taken up by IDCO to promote IT related ventures and services. For projects that require immediate implementation, IDCO offers space in the TOWER 2000
For industries wishing to put up their own building, IDCO offers land at the INFO CITY which was conceived as a five star park, under the Export Promotion Industrial Parks (EPIP) Scheme to create high quality infrastructure facilities for setting up export oriented industries, with special emphasis on Information Technology related industries
For projects that require world class infrastructure, IDCO offers space at the futuristic FORTUNE TOWER

IDCO is currently planning a state-of-the-art international convention centre in Bhubaneswar.
Industrial Growth Centres have been set up at Duburi, Jharsuguda, Chhatrapur and Kesinga.
Mini Growth Centres at Khurda, Raygada and Paradeep for growth of ancillary and down-stream industries are being set up by IDCO with Central assistance.
At each Growth Centre, 1000 acres will be developed at a cost of Rs.30 crore
At each mini Growth Centre, 100 acres of land will be developed at a cost of Rs.6 crore.
Approval from the Ministry of Commerce, government of India has been obtained to set up a Special Economic Zone (SEZ) at Paradeep. The required land has been identified by IDCO for the project.
At Duburi Industrial Complex in Jajhpur district, IDCO has acquired about 20,000 acres of land for establishment of steel, power and other mineral based industries. Neelachal Ispat Nigam Limited – located in the complex – has already started production. This complex enjoys all industrial infrastructure advantages like power, water supply, road, railways and port links.
