Simplification of procedures and fast track investment solutions has turned Orissa into an investor's delight.
Single Window facilitation
Generally a number of approvals are required from a range of different agencies for permission to establish and operate industries. All these regulations imply additional costs and delays in obtaining approvals.
To reduce this burden on investors, the State has enacted Orissa Industries Facilitation Act (OIFA) 2004, whereby all clearances required to start and operate an industry, are processed through a single point within a set time period.
Process Flow
The process followed in getting various approvals for setting up industries through the Single window mechanism is depicted in the following diagram.
As per the provision of OIFA, GoO by its notification no 4932 dated 9 th March has designated Industrial Promotion and Investment Corporation of Orissa Ltd (IPICOL) and District Industries Centre (DICs) as State Level Nodal Agency and District Level Nodal Agency respectively. SLNA will function as “SHILPA JYOTHI” and DLNA as “SHILPA SATHI” to undertake industrial promotion activities and to facilitate investors.
Functions of State Level Nodal Agency (SLNA)
IPICOL, being the SLNA is responsible for performing the following important functions-
Provide Single Window Industrial Facilitation
Investment promotional activities at the State, National & International;
Investment climate improvement exercises;
Rendering necessary assistance and feedback in policy formulation for industrial progress;
Design Growth Strategies for Industrial Sectors that are key drivers of the State Economy
Guiding and assisting entrepreneurs to set-up industries in the state;
Liaising with various government department for getting clearance and approvals for the investor.
Function of District Level Nodal Agency (DLNA)
DICs, being the DLNA, are responsible for performing the following important functions-
Investment promotion activities at the District Level
Investment climate improvement exercise
Guiding and assisting entrepreneurs to set up industries in the District
Liaising with various government department/agencies for getting statutory clearance / approvals for the investor.
HLCA/SLSWCA
OIFA envisages a three-tier approval mechanism for according expeditious clearance to industrial projects based on the level of investment.
District Level Single Window Clearance Authority (investments upto Rs. 50 crore)
State Level Single Window Clearance Authority (investments more than Rs. 50 crore but less than Rs. 1,000 crore)
High Level Clearance Authority (investments more than Rs. 1,000 crore)
These authorities would examine the proposals for setting up industrial units and other projects in their respective jurisdiction / districts and take decision and communicate their decision to the entrepreneurs and other Departments or Authorities concerned within the prescribed time limit.
